在福岛第一核电站灾难过去1年后,2012年秋天,日本哲学家东浩纪(Azuma Hiroki)第一个正式提出发展福岛旅游的主张。按计划,截至2036年,游客不用身着防护服,即可在几百米的距离内接近受损的核电站。但这一项目遭到了福岛县行政当局的压制。

虽然东浩纪的项目遭到了福岛县行政当局的反对,但福岛仍有游客,而且为数不少。NPO NOMADO株式会社社长桥本三浦(Hiroshi Miura)在接受卫星新闻社和广播电台采访时介绍说,希望沿着灾难的痕迹前往旅游的人数不断上升:

"2012年4月15日,我首次陪伴一行人,他们请求我带他们游览我所居住的南相马市(Minamisōma)的郊区。我为他们制订了‘距福岛第一核电站20公里游览路线'。到现在,我们已经为1万多人提供了这种旅游服务。"

卫星新闻社和广播电台(Sputnik)的记者们还与福岛第一核电站的私人伴游平井裕太(Yuta Hirai)进行了交谈。他说:
"前来福岛旅游的有各色人等:学者,大学生;那些过去同这些地区有某种联系的人们;那些以某种方式感觉个人生活与福岛第一核电站悲剧相关的人;也有许多收集情报的研究者和记者。如果有团组前来,那么一个月可能会有20到30个人。但有时候谁也不会来。"他还指出,让福岛县的居民了解,外界仍在关注他们是至为重要的。
